After Tony Stark dies of the Extremis virus , it leaves Captain America as the only spokesman for the superhero community and leading all heroes against the Superhuman Registration Act.
Without Tony Stark's guidance to provide a more fair path for the Registration, the United States government enacted with a harsh response by crushing Captain America's resistance and killing many heroes with government forces led by Henry Peter Gyrich.
