The Illuminati (of Earth-81223) is a group comprised of the world's smartest super-heroes who band together to covertly deal with the major issues that effect the Earth.
History[]
Without Captain America to reinvigorate America's patriotic spirit in the late 1960's due to his death during World War II, the country descended into chaos and poverty. In order to restore America to its former glory, Iron Man convinced his fellow Illumnati members that the best way to reignite the people's faith in their country was to select a new Captain America. After considering many candidates, the Illuminati finally decided that the vigilante known as the Punisher was the best person to assume Steve Roger's mantle due to their shared military background and his unparalleled determination. After a lengthy conversation with a bound Punisher, the Illuminati were finally able to convince him to take on Steve's mantle. After giving him a modified version of the Super-Soldier serum curtesy of Mister Fantastic, Frank quickly took to his new persona and swiftly gained the adulation of the people. As the years passed, Frank's effect on the populace was even greater then the Illuminati had thought it would be as he had done such a good job at being Captain America that some of the younger citizens began to believe that he had always been the original Captain America and that Steve Rogers was an imitation.
